The mission of the "Turan" Association is to promote the development of the jewelry industry by creating favorable economic, infrastructural, and legal conditions for sustainable growth of manufacturers and master jewelers. The Association acts as a unified professional association representing the interests of jewelers, ensuring interaction with government bodies, financial institutions, and market partners, and forming modern standards for industrial development.
The Association develops and promotes proposals to exempt jewelry manufacturers from VAT on the purchase of precious metals, which will reduce production costs, increase competitiveness, and create incentives for production expansion.
The Association advocates for simplification and reduction of the sales tax (NSP) rate to 0.25% when selling jewelry, creating transparent, fair, and stimulating conditions for industry development and increased sales volumes.
The Association prepares analytical materials, justifications, and proposals for creating the specialized cluster "Jewelry Valley" — a complex that unites production, scientific and technological base, training, certification centers, and ready-made infrastructure solutions for businesses of all levels.
The Association facilitates the implementation of a consignment mechanism for providing precious metals, allowing enterprises to operate without significant initial financial burden, increase production volume, and reduce risks.
The Association ensures the creation and development of professional platforms — production facilities, hubs, exhibition and demonstration centers, providing jewelers with opportunities for work, presentations, training, and interaction with clients and partners.
From 2017 to 2022, systematic work was carried out with the jewelry industry, including studying industry processes, analyzing tax burdens, and identifying key governmental and regulatory issues hindering the development of the jewelry sector.
Starting in 2023, the development and formation of the "Jewelry Valley" program began, aimed at comprehensive development of the jewelry industry, and participation and interaction within the EAEU framework were ensured.
Since 2024, the "Turan" Association was established as an institutional platform for consolidating industry participants, building dialogue with government bodies, and promoting the interests of the jewelry community.
Since 2025, full-scale joint work between the government and the jewelry industry has begun, aimed at implementing strategic programs, developing production, exports, and forming a sustainable industry ecosystem.
The history of the "Turan" Association is a path from deep analysis of industry problems to the creation of effective development institutions. Each stage was carefully planned and implemented considering the strategic goals of developing Kyrgyzstan's jewelry industry. We continue to move toward creating a modern, competitive, and sustainable jewelry industry.
